SWMS Explained for EWP Work on Construction Sites

A practical guide to avoiding useless copy-paste SWMS documents.

Quick answer: on a construction site, EWP work almost always needs a SWMS — because a risk of a person falling more than 2 metres makes it high-risk construction work (HRCW), and nearly all EWP tasks clear 2m. The SWMS must be prepared before the work starts, describe this task on this site (not “EWPs in general”), and be followed, briefed and updated. A generic downloaded SWMS fails the only test that matters: could a stranger run the job safely from it?

What a SWMS is

A Safe Work Method Statement is a short document required for the 18 defined HRCW categories. It must: identify the HRCW being done; state the hazards; describe the control measures; and describe how controls are implemented, monitored and reviewed. It is not a risk assessment for everything on site, not a training record, and not a novel — the regulator explicitly prefers short and specific.

When EWP work triggers one

  • The work is construction work, and
  • It involves a risk of a person falling more than 2m (the trigger that catches almost all EWP tasks) — or another HRCW category: work near energised electrical installations, near traffic corridors, on telecommunications towers, in confined spaces, and so on.

Maintenance in a warehouse that isn’t construction work doesn’t trigger a SWMS — the falls code still applies, and a documented safe system is still smart. When in doubt, write it.

What an EWP SWMS actually contains

For a lighting-and-services job from a scissor lift, a good SWMS names:

  1. The HRCW — “work with a fall risk >2m using a 19ft electric scissor (JLG ES1932)”
  2. Task-and-site hazards — the trench along grid B, the live loading dock, the powerline over the east gate, wind exposure past the dock doors — not just “falls”
  3. Controls, hierarchy-ordered — machine choice, assessed ground, exclusion zone, harness rule for booms, model wind limit, pre-start, rescue arrangements
  4. Implementation — who briefs it, who supervises, who verifies licences/training, when it’s reviewed

Rescue and emergency descent belong in the SWMS wherever they’re controls for the work.

Who prepares it

The PCBU carrying out the HRCW — normally the subcontractor doing the EWP work — prepares it, in consultation with the workers involved, and gives a copy to the principal contractor. The principal can’t write your trade’s SWMS for you; they can and will reject a generic one.

Brief it, follow it, update it

Workers must be able to read/understand it before starting; work must be carried out per the SWMS; if the work or conditions change, the SWMS must be reviewed and revised before work continues. Practical translation: a five-minute toolbox at the machine beats a signature page in the site office.

Why copy-paste SWMS fail

A template with fifty boilerplate hazards and no mention of your trench, your powerline or your machine gives an inspector instant evidence the system is paper-only — and gives your crew nothing. Start from a template if you like, then delete what isn’t true and add what is. The document should be shorter and sharper afterwards, not longer.

What if conditions change mid-job? Stop, review, revise, re-brief — then continue. A SWMS that doesn’t match reality is a liability in both directions.

Is the machine manual the same as a SWMS? No — the manual covers the machine; the SWMS covers this task, this site, these controls. The SWMS should point to the manual, not replace it.

Why are so many SWMS useless? Because they’re written to be filed, not followed. Write for the crew at the machine; the compliance takes care of itself.
