Quick answer: every EWP job needs an answer to one question before work starts: if the operator can’t bring the platform down, who brings it down, and how? The answer is a named ground person, trained on that model’s emergency descent and base controls, present while work happens — written into an emergency plan that’s been walked through, not just filed.
Why “the operator will self-recover” fails
Rescue plans exist for the days the normal answer breaks: control fault, power failure, machine damage, an operator taken ill or unconscious, a harness suspension after a catapult event, or a platform pinned against structure. None of those are exotic — and every one of them defeats “just drive it down”.
What the emergency plan must cover
The WHS codes expect an emergency plan that includes:
- Emergency procedures — including rescue from height and medical response
- Communication — how the platform calls for help (radio, phone, horn signals) and who calls 000
- Roles — who does what: rescuer at the base controls, first aider, traffic/exclusion control
- Testing and training — procedures practised at a frequency that keeps them effective
- Equipment — rescue gear accessible and on standby where the risk requires it
If a fall-arrest system is in use, established and tested rescue procedures are mandatory — suspension intolerance can incapacitate a hanging worker in minutes, so recovery must be prompt, not improvised.
The core skill: base controls and emergency descent
Every EWP has ground-level controls and an emergency descent function — but they differ by brand and model (battery-isolator locations, manual descent valves, hand pumps, auxiliary power). That’s why rescue drills are model-specific:
- At pre-start, the crew finds and operates the emergency descent — proving it works and teaching the ground person in one step
- The manual (in the holder on the machine) shows the sequence; our team walks it through at handover on request
- On boom-type machines like our LGMG AR11J, ground rescue matters even more: the basket may be over an obstacle where a raised platform can’t just descend vertically
A rescue plan that fits on one page
- Machine: fleet code, model, emergency descent location and steps (photo helps)
- People: operator; named ground person trained on base controls; first aider
- Communication: primary (radio/phone) + backup (horn signal); emergency numbers posted
- Scenarios: operator incapacitated → ground descent; machine fault aloft → descent or standby machine; harness suspension → prompt recovery method and 000; powerline contact → see below

The powerline exception
If the machine contacts or arcs near live powerlines, do not touch the machine or attempt rescue until the network operator confirms isolation. The operator stays in the platform unless there’s a greater danger (fire); everyone else stays clear and calls 000 and the network operator. This is the one scenario where the right rescue is to wait.
Suspended workers
A catapult or fall in a boom-type EWP leaves the operator hanging in the harness. The plan must get them down or supported promptly: a second EWP, the machine’s own descent if safe, or emergency services — decided in advance. If your site can’t achieve prompt recovery, that’s a reason to re-plan the work, not to hope.
Drills: cheap, fast, forgotten
A full walk-through takes ten minutes at the first pre-start of a hire: find the descent, operate it, name the roles, say the site address out loud. Repeat when the machine, crew or site changes. The difference between a plan and a drill is the difference between a document and a capability.
