Quick answer: one licence rule matters: a WP-class high risk work licence is required to operate a boom-type EWP with a boom length of 11 metres or more. Every other EWP — scissor lifts, vertical masts, smaller booms — needs no HRWL, but operators must still be trained and competent, with evidence (the EWPA Yellow Card is the industry standard). A white card is a different thing again: construction-site induction, not machine competency.
The 11-metre rule, precisely
The threshold is boom length, not working height and not platform height. A machine is measured from where the boom pivots to the platform connection — which is why the marketing height alone can’t tell you. Check the spec sheet’s boom length line or ask the hire company. In our fleet: the LGMG AR11J requires a WP licence — bring the ticket, or ask us to quote a licensed operator with the machine.
What “boom-type” covers
Knuckle booms, telescopic booms, trailer-mounted booms and truck-mounted EWPs — anything that can extend the platform beyond the chassis footprint. Scissor lifts and vertical masts lift straight up, so they’re not boom-type and never trigger the WP licence, whatever their height.
No licence ≠no training
For scissors, masts and sub-11m booms the WHS duty is training, information and instruction matched to the machine and task:
- EWPA Yellow Card — the recognised industry training card for EWP types (scissor, boom, vertical); strongly recommended evidence of competency
- Familiarisation on the specific model — controls, emergency descent, limits — even for licensed or carded operators
- Supervision for anyone still learning

White card vs Yellow Card vs WP licence
- White card — general construction induction. Needed to work on a construction site at all; says nothing about machines.
- Yellow Card — EWPA operator training for EWP classes; competency evidence, not a statutory licence.
- WP HRWL — the statutory licence for boom-type EWPs ≥11m, issued by the state regulator after RTO assessment.
A construction job in a big boom can legitimately require all three.
Trainees
A person can operate a licensed-class boom while formally enrolled in training with an RTO, under the supervision arrangements the regulator sets — logbook hours, supervising licence holder present. “Getting shown by the last bloke” is not a training arrangement.
What the PCBU must verify
Before licensed high-risk work starts, the PCBU must sight the operator’s HRWL (photo card or digital) and keep evidence of training/competency for non-licensed machines. Hiring the machine never transfers this duty — and our quotes can include a licensed operator if you’d rather not carry it: select “quote an operator” on the quote form.
